It’s been variously described as, for example by Heinrich Moritz Chalybäus, as comprising three dialectical stages of development:
A thesis, giving rise to its reaction, an antithesis which contradicts or negates the thesis, and the tension between the two being resolved by means of a synthesis.
… or alternatively:
‘Crisis, reaction, solution’ or ‘crisis, demand, solution’. It’s been called Hegelian.
In essence, there’s either, in the first instance, pre-crisis, no problem whatever, or a manageable one, or maybe the start of an issue which, if mishandled, will lead to greater trouble.
Whatever, it leads to rumblings, then growing discontent, finally demand, demonstration and riot.
From the outset, it’s been artificial, like mooted food shortages or created viruses. At any point it could be managed properly, the precedent is there but the PTB do have a reason to mishandle it – an agenda, orders from above or else trying to score brownie points with ones they’re in thrall to.

Those doing the appointing look for a particular type, which is why CP were so up front in 2007, to prospectives, about pre-vetting, they wanted this type in place, the type quite happy to overreact and kill, say, a Brazilian electrician on spec amid panic and hysteria they’ve allowed and/or fomented.
There is no accident of incompetence in this, there is malice aforethought, an agenda.
And so it is with the unnecessary degradation of Plod, a progressively worsening situation, by design. Design includes doing nothing, taking no measures and bleating, plus trotting out set piece excuses. The Donald understands it and has started weeding out the top brass who are slaves to the agenda.

The worst-performing forces are Cleveland, Northamptonshire, Warwickshire and West Mercia, while two of the best are Northumbria and Merseyside.
‘It’s a patchwork across the country,’ Mr Parr said.
He added that there had been some ‘surprisingly negative volume crime resolution rates’ published in recent months.
In the year to September, just 5.4 per cent of theft offences led to a suspect being charged. For criminal damage it was 4.9 per cent and violent crime was 7.4 per cent. For car crime, the chances of police catching and successfully prosecuting thieves has fallen to just one in 400 cases. Only 0.25 per cent of vehicle theft and vehicle break-ins resulted in jail, a fine, community sentence or caution last year, compared with 1.1 per cent in 2017.
The report warned that the Government’s pledge to hire 20,000 police officers to replace the 22,400 lost between 2010 and 2017 would not be a silver bullet.
‘The planned recruitment… will not solve all the problems we see in policing,’ it said.
